Vegeta all throughout the dragon ball series has not really been a rival for Goku, although he consider goku as rival but goku never really saw him in that same respect throughout most of the series.
For the most part in Dragon ball series, Vegeta never been a central figure. There was always a time that we might see him surpass Goku and we end up seeing him getting punched and toyed by the main villain for every arc. For example, the time when he discover super saiyan third grade while fighting cell, we thought that he obtain a strong power enough to defeats cell and eventually loses moment after that. Not to mention where he become Kid Buu punching bag to give time for Goku to Charge his spirit Bomb. That was in Dragon Ball Z.
However, In Dragon Ball Super Akira seems to been giving vegeta a chance to be the real rival for goku. The development of Vegeta character in Dragon Ball Super is interesting. Vegeta have given up with his own training method and finally submitting to learn from a Master which is happen to Whis, vegeta first Master. This is what we believe brought his potential to the utmost maximum.
In just a few months training with Whis, Vegeta increased his power to be on same level with Goku. The training pushed vegeta to a new limit and a new mindset. He even willing to train with Goku himself for years on the Hyperbolic time chamber. This mindset of training with his rival pushes him to go beyond his power and this is what vegeta lacks in Dragon Ball Z.
In the resurrection of F arc, Vegeta was seen as more powerful than Goku. However, He loses against Hit without having to land a single punch. This is nothing to do with vegeta power at that time, its just he have a bad luck on the order of the fight. This is because Goku get the hint of Hit power after seeing the fight versus Hit. Goku always known for analyzing a fight and that is why he is able to fight on same par with Hit. Vegeta loses against Hit is nothing to do with Vegeta power at that time.
In the preview of dragon ball super 122, Jiren, the strongest warrior of the tournament sweat while fighting with vegeta, and leave us the question of why and how did this happen. The method that Vegeta found to surpass Goku is accessing his emotion.
We can see this in Dragon Ball Z, where he really upset when Goku been able to transform into Super Saiyan while he cant. Only after throwing his emotion and ego, he was able to get into a calm mind state and turn into super saiyan.
Same happen in Future trunks arc, Goku went into rage versus Goku Black and Goku black adapts and just casually hit Goku with His ki-blade attacks. Meanwhile vegeta, by accessing his emotions months on end in the hyperbolic time chamber was capable of surpassing Goku and Goku Black completely and utterly.
Before the tournament of power, Goku says that he want to train with Whis but Vegeta are fine him doing that. Instead, he went to Hyperbolic time Chamber and ends up destroying it again. Vegeta have more time training his emotions and this is the reason why he is much more stronger than Goku. Not to mention that he is able to escape Toppo death grip easily while Goku needed to go Super Saiyan Blue Kaio Ken to escape that. The preview shows that Vegeta able to push Jiren without Kaio Ken or Ultra Instinct. This shows that base form vegeta is stronger than Goku base form and the key to that is controlling his emotion.

While the Tournament between Universe 6 and 7 is where Goku and Vegeta first started to walk down separate paths. Vegeta saw a hard lesson that there are people out there that can skip time. Tired and without awareness of Hit’s time skip wasn’t able to fight him. Goku, however, got the time skip and risked by combining Kaioken for the first time with SSB. Goku being awesome as always learned how to adapt and would remain to master connecting the two as an efficient way to gain more power.
