The point of a bounty is to lure bounty hunters to the hope of money. The higher the bounty, the more likely a well-known bounty hunter will respond to the call. When a prize is raised, it is the acceptance of the government that they are not able to deal quietly with the problem at hand, and are asking for help from bounty hunters. One Piece Creator Reveals The Real Reason Why He Created The Shichibukai





The Shichibukai are also known as the Seven Warlords of the Sea. They are pirates who are protected by the World Government, but in return, they have to work for the Government in times of need. The Shichibukai were first introduced to us back at the Arlong Park arc, where if I remember correctly, Johnny and Yosaku brought them up while talking about Jinbe.



Later, when the Strawhats entered the Grand Line, their first major encounter was against a Shichibukai and the first Shichibukai to appear in the series was Sir Crocodile. Crocodile was the main antagonist of the Alabasta arc, and he was definitely one of the best villains that we ever saw in One Piece. After him, Luffy continued to take down or befriend Shichibukai after Shichibukai.




He took down Gekko Moria at Thriller Bark, befriended Hawkeyes Mihawk and Boa Hancock, along with Jinbe. So, as the story progressed, the Shichibukai became a very important part. Marineford was a stage where the Shichibukai were seen working together for the first time. The Shichibukai were needed to balance out the power of Whitebeard Pirates. The Marines alone cannot take on a Yonko crew, so in order to balance it all out the help of the Shichibukai is needed.



But, even after the Timeskip, the Shichibukai remain an important part of the One Piece world. Donquixote Doflamingo, who was one of the strongest Shichibukai, was taken down by Monkey D. Luffy after the Timeskip, and at the Reverie, the Shichibukai system might be completely shunned.



The real purpose of the Shichibukai remains to maintain the balance in the World of One Piece. There are 3 great Superpowers called the Marines, Shichibukai and the Yonko. The Yonko are far too strong than the other two so the Shichibukai and the Marines band together to create a balance. But, the real reason why Eiichiro Oda created them was to make the story more interesting than it was. Originally, Oda intended One Piece to be a battle vs the Yonko.



However, later, he decided to introduce the Shichibukai and have them become the enemies at first, so the Yonko could be used to take down later. But, Oda regrets this decision a little because according to him, it is because of the Shichibukai that the length of the One Piece manga is as great as it is. Oda wishes he could’ve reduced the number to maybe 4, or 5, but that’s not possible anymore. So the only reason they were created was to lengthen the story really.
