The first battle against Vegeta and Goku was the start of their life-long squabble. Since then, they started a rivalry that was known to all anime fans. And in addition, they become stronger because of the help of each other. It is kinda a win-win situation unless you’re Vegeta.
Ever since Vegeta considered Goku as his rival, his main purpose in life became “beating Kakarot”, “surpassing Kakarot”. There are only a handful of moments where he became more powerful than Goku. One of this is when he sent Beerus flying high in the sky on his “My Bulmaaa” episode. Why is it that Vegeta rarely beat Goku?
But before we get to that, we need to know important information about Saiyajin talent on fighting.
In a Q&A published in Shueisha's Weekly Shonen Jump, series creator Akira Toriyama dished on a few of the details of Saiyan battle training. When asked whether or not Saiyans actually trained, Toriyama responded with "Most Saiyans are born with a talent for battle, but they still need to be taught the trick behind flying and stuff like that...Only a select few Saiyan children receive a short period of special training in order to acquire even greater battle power."
So while Saiyans do indeed need training, only a certain few of them -- most likely the most elite of the race like Vegeta -- receive the training to do so. Though their natural battle prowess can still lead to them learning these techniques.
Toriyama goes on to explain why someone without the specialized training like Goku gained as much strength as he did stating "Of course, some kids manage to fly even without being taught. In Goku's case, he was on Earth where people flying was simply unheard of, so he was pretty slow to learn it." Goku is such a natural fighter he gained the Saiyan strength, but not necessarily the specialized skills.
In the starts of Dragon Ball Z, Vegeta was ahead of Goku. In terms of battle power, Goku barely matches vegeta. Not to mention the ability of Oozaru which Vegeta have fully control of it. Vegeta was raised in saiyan background, being able to enjoy the life of a Prince. In young age, he was able to defeat a saibaman which cause so much trouble for the other Z fighters at that time.
Meanwhile, Goku being sent to earth to conquer the planet failed and he become a very nice guy. While saiyan is a brute race to begin with, vegeta was exposed with the violence and war. Pretty much trained himself to become stronger. Goku did not have any exposure of war and the universe but one thing that Goku have is a Master.
Then after frieza Saga, The gap began to widen. Goku achieve super saiyan earlier than vegeta, able to awaken Super Saiyan 3 which helps them a lot in Buu saga. Although I do convinced that Majin vegeta is stronger than SSJ 2 Goku at that time.
With no master at his disposal, Vegeta was left figuring everything out on his own. He was able to reach new heights with his solitary training, but by the time that he figures out something, Goku managed to master that something. A master is a great way to make someone stronger, which Vegeta doesn’t have until Whis decided to train him.
I also believe that there was time when vegeta already surpasses Goku in Dragon Ball Super. It was when he punches Beerus at the early of Battle Of Gods arc and The resurrection of F where he turns to SSB to fight Frieza. I strongly believe that he is much more stronger than Goku at that time. Goku then gets a powerup of Super Saiyajin Blue Kaioken and Ultra Instinct as the series goes on. Then he was behind Goku again.
Vegeta fight versus Jiren will be one of the highlight in the tournament of power. I strongly believe that he will put a good fight against Jiren and get a new form or something because somehow he deserve it.
