The government is issuing a call to the people to help in the capture and concluding execution of someone considered outside the law. It is them asking for help in exchange for Money as a reward. The point of a bounty is to lure bounty hunters to the hope of money. The higher the bounty, the more likely a well-known bounty hunter will respond to the call. When a prize is raised, it is the acceptance of the government that they are not able to deal quietly with the problem at hand, and are asking for help from bounty hunters. 8 ONE PIECE CHARACTERS WHO USE CONQUEROR’S HAKI




Hey guys. Conqueror’s Haki is the most rare form of Haki. It is only found in very few individuals. The true power of Conqueror’s Haki has not been revealed in the series so far. It allows a person to knock out weak willed individuals. Since it is pretty rare, there are few users of Haoshoku.

8. Don Chinjao



Chinjao, formerly known as "Don Chinjao" and "Chinjao the Drill", is a former pirate, the leader of the Chinjao Family, and the former 12th leader of the Happo Navy. He also joined as a gladiator at the Corrida Colosseum to compete for the Mera Mera no Mi. Chinjao demonstrated his Haoshoku when he knocked out many of the competitors in Block C without laying a finger on them, an impressive feat considering that most of the participants in the Corrida Colosseum are strong fighters

Rayleigh is a former member of the Roger Pirates. Despite his old age, Rayleigh can easily fight against an Admiral. He has an active bounty as confirmed by Kizaru. Rayleigh used his Conquer Haki back at the Auction House.

Portgas D. Ace is the son of the Pirate King, Gol D. Roger. He was loathed by people because of his father’s status. Ace ate the Mera Mera no Mi and gained the power to control the fire. Ace was able to use Conqueror’s Haki as well. He used it during the fight against Blue Jam.

4. Whitebeard



Whitebeard was one the Yonkou. He was suffering from sickness and old age, yet he destroyed the Marineford. He possessed one of the strongest devil fruits in the world. His devil fruit allowed him to create quakes which could destroy an island in an instant.

3. Shanks



Shanks is the captain of the Red Hair Pirates. He is a former member of the Roger Pirates. Shanks possesses all three types of Haki. Shanks is undoubtedly very powerful as he was able to stop Akainu from killing Coby and ended the War of the Best.

2. Big Mom



Big Mom is the captain of the Big Mom Pirates. She is the antagonist of the Whole Cake Island arc. She possesses a Paramecia type of Devil Fruit called Soru Soru no Mi. She is capable of using all three types of Haki.

1. Donquixote Doflamingo



Doflamingo is the captain of the Donquixote Pirates. He possesses a paramecia type of devil fruit called Ito Ito no Mi. He was arguably one of the strongest Shichibukai but he is currently imprisoned in Impel Down.
