The government is issuing a call to the people to help in the capture and concluding execution of someone considered outside the law. It is them asking for help in exchange for Money as a reward. The point of a bounty is to lure bounty hunters to the hope of money. The higher the bounty, the more likely a well-known bounty hunter will respond to the call. When a prize is raised, it is the acceptance of the government that they are not able to deal quietly with the problem at hand, and are asking for help from bounty hunters. ALL KNOWN UNDERWORLD MEMBERS




The Underworld is the complete system of connections, smuggling, and dark dealings which avoids the World Government’s control.

 The Underworld is made of the maximum criminal organizations from all over the world. Influential people such as Yonko, Shichibukai, World Nobles, or Supernovas might be included in it, as it provides for a lot of slave trading, weapons smuggling and goods dealing. The Underworld also owns a lot of mercenaries and hitmen for hire.

Emperors
Du Feld

Du Feld, identified as the “God of Fortune,” is the “Loan Shark King.” He is a member of the Du Feld Conglomerate and an emperor of the Underworld. Du Feld is also selfish and dishonest, as he tried to steal the treasure within the Tamatebako when provided the opportunity despite it belonging to Big Mom.



As an emperor of the Underworld, Du Feld has a substantial degree of power within it. His value is recognized by the Big Mom, who has invited him to her tea parties.

Stussy


Stussy is an agent of CP-0. She is an emperor of the Underworld, she performs under the alias of the “Queen of the Pleasure District.”


Stussy appears to be good terms with Yonko Big Mom, whom she speaks casually as “Linlin.” Though her rank as a CP-0 agent has begun to light, it looks Stussy was just using Big Mom to get the Tamatebako and even used Du Feld as a scapegoat to hide her tracks.

Drug Peclo



Drug Peclo is the “Major Undertaker” and an emperor of the Underworld.

Peclo is not above mocking his fellow Underworld emperors, as revealed when he countered against Du Feld insulting him.

 Peclo always carries a scythe and is shown to bring it over his shoulder.

Morgan


He is the president of the World Economic Journal and one of the emperors of the Underworld. Morgans is in command of the World Economic Journal, giving him control over the newspaper and the information it provides to people. He can get the information not available to most people, as shown by his knowledge of Big Mom’s recent addition of the Tamatebako and of her Soul Pocus ability.

Giberson



Giberson, known as “The Concealer,” is a veteran warehouseman and one of the emperors of the Underworld. He appears to be a massive drinker, as he has always been seen with a bottle in hand and often acts jovially drunk.Giberson is shown to have a strong will, being able to resist Big Mom’s Haoshoku Haki and remain conscious from her scream.

Umit



Umit is a shipping magnate & one of the emperors of the Underworld. Umit appears quite severe and angry, in contrast to the joy and amusement his fellow emperors show.





In extension to the trading of items and slaves, specific services can additionally be purchased in the Underworld. It is the first network in which to find and hire assassins, such as the Funk Brothers and Suleiman.
