Impel Down is a government-controlled stronghold together with Marine Headquarters and formerly, Enies Lobby. It is the World Government’s maximum-security prison. It is located underwater in the middle of the Calm Belt. It has got 6 levels and is based on Dante’s depiction of Hell. It holds some of the most dangerous criminals and pirates. This list is about the strongest inmates that this underwater fortress once held!

10.Emporio Ivankov
He is the “Queen”of the Kamabakka Kingdom, known as “Okama King” and a “Miracle Person”, and is one of the commanders of the Revolutionary Army. Ivankov was formerly a prisoner of Impel Down kept in Level 5, living in a secret “Okama Paradise” in level 5.5, but has since returned to his post as Queen of Kamabakka Kingdom after escaping during the Impel Down arc. He ate the Horu Horu no Mi, which allows him to control the hormones of the human body, and is one of the very few known powers coming from a Devil Fruit that can affect other people’s bodies as well as his/her own.
9. Sir Crocodile
He once used to be the head of the Baroque Works syndicate. Sir Crocodile is a logia type, Sand-Sand DF user and can generate and manipulate sand at will. He once held the post of a Shichibukai before it was revoked after he attempted to take Alabasta for himself. Crocodile was locked up in level 6 of Impel Down after his defeat at Alabasta. He too escaped amid the chaos of Impel Down arc.
8.Jinbe
“Knight of the Sea” Jinbei is a whale shark fishman. He can use Fishman Karate very effectively and is one of the strongest fishman in OP till now. Jinbe fighting abilities are said to be very developed, even for a fishman. He held the post of a Shichibukai for some time, mainly for the betterment of the living conditions of the fishman community. But was later imprisoned in level 6 of Impel Down as he refused to fight Whitebeard in his war to rescue Ace from execution. He fled Impel Down along with Luffy and the others.
7. Portgas D.Ace
“Fire Fist” Ace was the 2nd Division Commander of the Whitebeard Pirates. He was a very powerful DF user, possessing the Flame-Flame Fruit. Ace went after Blackbeard in vengeance, when he murdered a member of his own crew to obtain a rare DF. He finally fought Blackbeard on Banaro Island where he was overpowered and defeated. Ace was then handed over to the Marines in exchange for the post of Shichibukai by Blackbeard. He was locked in level 6 of Impel Down before his death.
6. Avalo Pizarro
He is known as the “Corrupt King”. He was one of the criminals who was given a life sentence in Level 6 of Impel Down, as his crimes were so atrocious he had to effectively be erased from history. His physical appearance is very similar to that of Kaido. He was deemed fit by Blackbeard to join his crew after emerging victorious in a fight to death and escaped with him from Impel Down. His abilities are not known.
5. Catarina Devon
She is known as the”Crescent Moon Hunter”. She was the most dangerous female pirate ever to be imprisoned in Impel Down within the entire age of pirates. Devon fought to the death with the inmates of her cell, and being victorious, was given freedom and was recruited into the Blackbeard Pirates. She is currently the only known female member of his crew. Her powers are unknown.
4. Sanjuan Wolf
Sanjuan Wolf is an enormous giant, known as “Colossal Battleship” for his size, and was originally one of the legendary criminals who was given a life sentence in Level 6 of Impel Down, as his crimes were so atrocious they had to effectively be erased from history itself. He was released by Blackbeard from Impel Down. Despite his tremendous size he was somehow able to reach Marineford without being detected until he was right behind the Marine Headquarters building.
3. Vasco Shot
He is known as the “Heavy Drinker”. He was a deemed as a level 6 prisoner at Impel Down before being freed by Blackbeard. Shot is a member of the Blackbeard Pirates and is seen wielding two pistols. Not much is known about his abilities.
2. Shiliew
Shiliew of the Rain was the Head Jailer of Impel Down until he was imprisoned for his excessive violence towards prisoners. He is a very proficient swordsman. Due to the chaos caused by Luffy’s infiltration and Blackbeard’s arrival, he was temporarily released to help quell the riot. However, instead of dealing with the pirates, Shiliew helped Teach and decided to join his crew. He is currently the Captain of the Second Ship of the Blackbeard Pirates.
1. Shiki the Golden Lion
He is known as the “Flying Pirate”. He is the captain of the Golden Lion Pirates. Shiki has been around since the time of Roger and fought him during the Battle Of Edd War, where he lost to him. He was said to go about rampaging during Roger’s time. He is a very skilled swordsman. At the time of Roger’s execution he entered Marineford to kill Roger himself out of respect. In the process he massacred a legion of Marines before being defeated by Garp & Sengoku and destroying half of Marineford in the process. He was imprisoned at Impel Down and was the first prisoner ever to escape from Impel Down sacrificing his legs in the process.
